It is with profound sadness that the Clarke County School District shares the passing of one of our most distinguished educators and trailblazers, Mrs. Johnnie Lucille Lay Burks, who passed away on Thursday, July 23, 2026, following a brief illness. Her life and legacy helped shape the history of public education in our community. 

Mrs. Burks devoted more than three decades of service to the Clarke County School District, serving as an exceptional classroom teacher, counselor, and Guidance Department Director. Throughout her career, she transformed the lives of countless students while mentoring generations of educators and school leaders. 

In 1966, during one of the most pivotal moments in our district's history, Mrs. Burks became one of the first African American educators assigned to teach in a formerly all-white school as Clarke County voluntarily began faculty desegregation. Her fearlessness, professionalism, and unwavering commitment to children helped open doors for those who followed and forever changed the course of education in Clarke County. 

Mrs. Burks continued to distinguish herself throughout her career. After earning advanced degrees in counseling from the University of Georgia, she returned to the district and, in 1976, was appointed Director of the Clarke Middle School Guidance Department. Under her leadership, the department became a model of preeminence, and in 1986 she was named Georgia School Counselor of the Year by the Georgia School Counselors Association. 

Her influence extended well beyond our classrooms. Mrs. Burks was a respected historian, preservationist, civic leader, mentor, and lifelong advocate for educational equity. She played a leading role in preserving the history of African American education in Georgia, helped secure historic recognition for Glenwood Elementary and High School, championed literacy initiatives for young readers, and dedicated her life to ensuring future generations understood the sacrifices and achievements of those who came before them. 

In recognition of her extraordinary contributions, the district proudly renamed one of its elementary schools Johnnie Lay Burks Elementary School in 2023 - a lasting tribute to a woman whose bravery, excellence, and leadership forever transformed Clarke County schools. 

Mrs. Burks' legacy is measured not only by the milestones she achieved, but by the thousands of students she inspired, the educators she mentored, and the enduring belief that every child deserves opportunity, encouragement, and the chance to thrive.

As we mourn her passing, we also celebrate a remarkable life dedicated to faith, service, education, and community. Her impact will continue to be felt throughout our schools and across generations.
